I give each project one square, not one dollar. I do not call proposed cancellations final decisions.

My sources & exact numbers +

I use the Q4 2025 Finance report, dated February 23, 2026 and presented in March. I distinguish complete or substantially complete and in service, underway, delayed, and identified for cancellation. I do not assume every unfinished project is late: some are multi-year. I do not compare the count share with the 21.8% of capital budget spent, because sizes, timing and carry-forwards differ. I label this a dated snapshot, not today’s live status.
