Reported crime is down. Safety still needs work.
I welcome these early gains. I cannot call the job finished when only 39% felt safe downtown in the 2025 survey.
Each measure is compared with its own 2024 level. These are not raw counts or full-year results.

The City’s December 12, 2025 update is shown as an index: a 37.8% decline becomes 62.2 against 100. Both periods run from January to November. Calls are separate from recorded crime; overlapping categories are not added together. The survey figure counts safe / very safe responses, not neutral answers. The archived Crime Severity Index comparison is excluded because its reporting break makes a simple Council scorecard misleading.
