I welcome these early gains. I cannot call the job finished when only 39% felt safe downtown in the 2025 survey.

I compare each measure with its own 2024 level. I am not showing raw counts or a full-year result.

I translate the City’s December 12, 2025 update into an index: a 37.8% decline becomes 62.2 against 100. I compare the same January to November periods, keep calls separate from recorded crime and do not add overlapping categories. I use the survey’s safe / very safe response, not the larger total including neutral answers. I exclude the archived Crime Severity Index comparison because its reporting break makes a simple Council scorecard misleading.
