Residential-unit totals come from the City’s December permit summaries: the 2022 report supplies 2021 and 2022; the 2024 report supplies 2023 and 2024; the 2025 report supplies 2025. The detailed 2025 total is 351, rather than the Annual Report’s narrative figure of over 349. Units are counted, not permit documents. The 2021 high and 2024 decline are retained. The Housing Accelerator Fund target is not treated as delivered housing, and Council alone is not credited with private construction.
