I use residential-unit totals in the City’s December permit summaries: the 2022 report supplies 2021 and 2022; the 2024 report supplies 2023 and 2024; the 2025 report supplies 2025. I use 351 from the detailed 2025 report, not the Annual Report’s narrative figure of over 349. I count units, not permit documents. I retain the 2021 high and 2024 decline. I do not show the Housing Accelerator Fund target as delivered housing or claim Council alone caused private construction.
