I see debt coming down while the City keeps investing. I still ask whether each project delivers lasting value.
I include City-funded assets, which may use grants. I exclude contributed assets and do not call everything complete.

I use Schedule 2’s Additions row, separate from contributed tangible assets. I add 2023 to 2025 to reach $53,865,688. I do not double-count transfers of completed construction between categories. I use nominal dollars, not inflation-adjusted buying power, and distinguish acquisitions from project-budget spending. I retain the 2025 decline and make no claim of ever-rising investment or proven value for money.
