Schedule 2’s Additions row is separate from contributed tangible assets. The 2023 to 2025 sum is $53,865,688. Transfers of completed construction between categories are not double-counted. Values are nominal dollars, not inflation-adjusted buying power, and acquisitions differ from project-budget spending. The 2025 decline is retained. The chart does not establish ever-rising investment or value for money.
