I do not treat these reserves as spare cash. Much of this money already has a job to do.

I add statutory and non-statutory reserves in Note 11 of the audited statements. I exclude unappropriated operating surplus, development charges reported as liabilities and the value of physical assets. I retain the 2024 dip and use nominal dollars, not inflation-adjusted purchasing power. I do not infer that every future infrastructure need is funded or that Council alone caused this change.
