These reserves are not spare cash. Much of this money is already set aside for specific purposes.

Statutory and non-statutory reserves are added from Note 11 of the audited statements. Unappropriated operating surplus, development charges reported as liabilities and physical asset values are excluded. The 2024 dip is retained. Amounts are nominal dollars, not inflation-adjusted purchasing power. These totals do not establish that every future infrastructure need is funded or that Council alone caused the change.
