I retain the published 2012 to 2025 series researched for the source collection, with the City’s later restatements for 2014 and 2015. I check 2025 against page 55 of the Annual Report. I do not invent values for unpublished 2010 and 2011 rates. I show earlier lows, including 4% in 2016, so I do not call 2025 a record. I recognize labour markets, retirements and management as possible influences, not measured causes.
